This is because installing it inside your base will return you to the boat by its entrance, making it useless. Place it far from the resource-farming area you frequent.
To return to your base, place it on the ground and step on it. You can build as many portals as you like and install them across the area to quickly return to your headquarters after harvesting the local resources.
Before installing the Home Portal or any other Gadget, Gadget Mode must be turned on (Press T on PC). You can search for places to set up your gadgets using Gadget Mode.
Finally, use the Portal to teleport to another area (Press E on PC). When activated, it instantly teleports you to the teleport portal in your base and restores the device to your inventory.
